PermAffai builds AI-enabled tools, automation infrastructure, and emerging capital frameworks for the organizations and communities holding the line on permanent affordability.
The firm exists because of a gap we watched from the inside. Housing organizations are asked to steward assets in perpetuity using operating capacity that was scoped for a single grant cycle. Meanwhile the technology that could carry some of that weight arrives as a sales pitch rather than an assessment, and gets bought before anyone has written down how the organization actually works.
We work on both halves of that problem. We build tools for the sector, and we take operating responsibility inside the organizations using them. Every product is built to extend the practitioner, not replace them.
Our work is rooted in community wealth building. Nothing we design ships without the education that makes it usable by the people who depend on it.
Matthew Wyman
United States Marine Corps combat veteran. Over a decade in shared equity housing and permanent affordability, across public-sector program administration, nonprofit technical assistance, and direct CLT program development.
In local government, he administered a county down payment assistance program, training and supporting the partner lenders who delivered it and translating regulatory requirements into guidance staff could actually implement. When program rules changed, he rebuilt and delivered updated training inside forty-eight hours so that delivery never stopped.
In consulting practice, he has taken a homeownership developer from intent to an operating community land trust program — policies and procedures, the shared equity ground lease and resale framework, compliance considerations, financial modeling, facilitation with public-sector partners, staff training, and community-facing education. The measure he works to is whether the client's team can run the program without him afterward.
He has published on the community land trust model, arguing that the five components of an authentic CLT — shared governance, shared ownership, shared equity, subsidy retention, and stewardship — have to be implemented together, and that shared governance is the one most often left out.
Ahmed Martin
Affordable housing finance, nonprofit restructuring, and construction delivery.
As executive director of a sixteen-property affordable housing nonprofit serving extremely low-income residents, he led a multi-year restructuring: formal fiscal oversight and financial reporting, internal budgeting and liquidity protocols, segregation of duties and compliance safeguards, procurement reform, and technology modernization. The work restored the organization's institutional credibility with its board and its public partners. The stability it created later made possible the portfolio's conveyance to a county housing agency, preserving affordability for decades.
Earlier, as a development manager, he structured multifamily transactions across several states using Low-Income Housing Tax Credits, tax-exempt bond financing, solar tax credits, and layered soft funding — including a 450-unit senior housing deal. He built the financial models used for credit applications and to secure debt and equity, and coordinated lenders, equity partners, ownership groups, and outside consultants through to closing.
He began in construction project management, running occupied renovations with residents in place. One was a 160-unit rehabilitation in which most occupants were blind. It was completed with zero injuries.
Capacity, not dependency.
The consulting failure mode in this sector is well known: a firm arrives, produces a document, and leaves. The document is accurate. Nothing changes, because nobody inside the organization was part of making it.
We work the other way. Staff participate in the assessment that produces their own roadmap. Procedures are written in the language the people executing them actually use. Where we hold an operating seat, we hold it with the explicit goal of handing it to someone else.
We also start from the field's own instruments rather than a blank page. Model ground leases, model bylaws, and the established resale formula frameworks exist because the sector learned something expensive. Conformity is what makes a new organization legible to the lenders, funders, and local governments it will depend on.
